Going with the flow of traffic is almost always safer than following a strict limit. If everyone around you is going a certain speed and youre not, whether thats much faster or much slower, you indeed become the danger on the road.
How often in America are 9 people speeding with 1 old grandma trying to go the speed limit (how dare her) your use of "everyone" makes it seem like going over the limit is the default thing when driving
It's very different where I'm from, you've usually got 9 people trying to drive safe and normal and one idiot weaving in and out of traffic, speeding, tailgating, all to save a few seconds
