What's the ideal driving speed relative to the posted speed limit?

First, it's not a road where there are easy spots to pull off. I'd have had to pull onto a side road or into someone's driveway.

Second, that might make sense if I was driving below the speed limit, but that's not what I was doing. I wasn't stopping anyone from driving the legal speed limit. If someone's upset because they can't drive over the limit that's not my problem.
