Little tip for the OP, whenever you post a URL, in pretty much all cases you can cut out the ? mark and anything after it. About the only times you wouldn't is if you're linking something like a wikipedia article and want the link to go to a specific section of it, or linking to a video and wanting to go to a specific timestamp.
Also, topic title is a little misleading: they didn't punish this guy just for smoking, they did it for smoking
while running the marathon
. Fair imo, as these people get presumably some degree of public exposure and they don't want to highlight unhealthy habits such as this, nor do I think the other marathon runners should have to be subjected to someone actively smoking and running the same course.
