I would imagine the powers that had been the USAs allies would still be cordial, but lose faith in the USA to the point they may become unhelpful to non-emergency situations. However, countries run by strongmen may have attempted to cozy up to the USA, though I would have no idea if those countries would have any meaningful influence on the USA.
