The salient point is being missed here by everyone who is redeemed by this 11 yo's behavior.If the parent is putting the kids at risk (and leaving a baby with an 11 year old is doing that), then it's not safe for them to continue living there. Kids have died of abuse and neglect because of reluctance to act.
The crux of the matter is the impact on the family.

Perhaps but it should only be used as a last resort. A lot of the time its the kids that suffer when being put into care. The foster system should be a last resort not used to punish parents because a bad home life can still be better than being put into the foster system.They left a baby with an 11 year old for sevral days! It shouldnt be a case of how do we punish the parents but a case of whats best for the kids.
A lot of the time foster can be avoided by putting in relevant support to the family. My wife works with a lot of kids with bad home lives and taking kids away from their parents is only used in the worst situations.

I would still be saying taking kids off parents should be a last resort yes. Im not making a judgement on this specific case. Merely that it should be viewed from the point of view of what is best for the kids and not used as a tool to punish parents.And this is such a case.
