Yes, but that just means they were able to accomplish the goal without the necessity of making it into a wish so the Star Road could grant it. They reclaimed Bowser's Keep via their own actions with no external "help from above", but that doesn't mean the Star Road isn't necessary to facilitate the granting of other wishes. Free will still exists even with the Star Road altering fate and luck to help wishes come true that otherwise wouldn't.
Peach is also far from an expert on how the Star Road or wishes in general work. She had JUST been introduced to the concept when she delivered that line, and it was clearly intended to confuse Bowser long enough that he could talk himself into continuing to assist the party rather than getting in their way. (Geno, who already knows how the Star Road works, likely remained silent because he also saw the value in this.)
Also possible is that
all
the events of the game were orchestrated by the Star Road to grant one single wish,
"Please let Mallow find his way home."
This would include the fall of Bowser's keep, and after the granting of said wish, its reclamation, the defeat of Smithy, and the restoration of Star Road so it can continue to grant wishes.
