We honestly learned this in the U.S. Navy, though not these exact steps. Its also part of the reason why we wore bell bottom dungarees so you can get them off over your boots.

I learned this when I was studying to become a junior lifeguard. Had to even do it in the local pool. Of course back then everyone wore jeans so I don't know how it will work these days.
