Everything you have described is handled by the CPU and Memory. Look to get the best CPU you can for the price while also getting a sufficient amount of memory. Woah that $1300 laptop has wayy better cpu (it has a 13700hx) than my current desktop (it has a 9900k). I'm basing this on their passmark scores. Altho Idk how well laptop 4070 compares to a desktop 2080ti.Good website. Its very useful. Yeah its a pretty nice laptop. $300 off plus Costco always has wholesale prices.
But damn that laptop. I could use it to play ps3 emulator at higher performance. And it is only $1299 wtf.

You'll want an i7 or Ryzen 7, or even better, i9 or Ryzen 9. Definitely 32GB RAM; wouldn't even hurt to consider 64. On the other hand, GPU does not matter ar all. I'd also slightly lean towards Ryzen rather than Intel, but getting the higher tier option is more important than which brand you get.
If it's purely out of those two, the first one has a more powerful CPU. Second one might do a bit better in terms of battery life and is still pretty solid. Weaker GPU in the second one but that won't matter for you. Even if you do decide to do some gaming on it, the GPU in it will be good enough.
