It's pretty clear from the series of events that they used the face the guy was a gun owner, and that the cop was a gun owner (he literally said he likes people who have guns) as reasoning for dismissing her fears.

The guy even says "they're loaded. They're ready to go" after a woman literally called them saying she feared her caretaker would kill her.

That's dereliction of duty to the highest order all because the cop was also a firearm fetishist.

When Officers left the scene, it did not appear Juneanne was in fear for her safety and there was no probable cause to believe any criminal activity had occurred. Officers did not witness any signs of distress


As the officers begin to say their goodbyes to Cardana and Fannell, she begs them to stay at the home.
