The island has been under gang rule for like a year. Its not like this is a middle eastern country that is just fundamentally different from the US. They just collapsed after natural disaster and couldnt recover.
Were definitely good at eliminating bad guys and repairing shit. We dont have to create a functional government where none existed; just reinstate the same thing they had five years ago.
