Because the man portraying the woman in provacative clothing is probably doing it to objectify/sexualize her.

Also, a lot of people don't consider women dressing provacatively empowering, they think it makes her a slut.

Something tells me the motivation behind any person dressing a person of their desired sex (fictional or otherwise) in provocative attire is not the same motivation behind anybody dressing themselves in a similar fashion.

Because one is a man expressing his ideals of the female body, while the other is a woman's expression. Truth is that it almost completely comes down to WHO's doing it. For example: Bayonetta was a lot more controversial, before it was revealed she was designed by a woman; she was a much more contentious character when it was thought a man made her.

Funnily enough, I knew this question would upset some people, but honestly didn't know why. For instance, I didn't know "provocatively" carried this negative connotation. I guess it's a lesson in the nuance of language. Word choice really does matter.

It's been said plenty here, buts the intent behind it.

Bayonetta vs Quiet (MGSV) is a great example.

Bayonetta literally removes her clothing as she attacks- but was a design choice that makes some sense and makes for some badass visuals just as much as sexy ones.

Quiet is just eye candy with a shoehorned explanation of "she breathes through her skin" even though there were hundreds of different clothing options to choose from that would allow the skin breathing thing to be true.

99% of the time a dude is drawing that shit, it's literally porn. When a woman dresses that way, she's choosing to ignore what others think- which is usually "put some clothes on" or "shit, I gotta get home a draw that shit to beat it to later".

Why are you even asking this question? The statement itself seems to be the most self-explanatory thing possible. Same reason why men working out showing off their bodies are praised as inspiring and powerful, while the illustrations on romance novels by female writers are called thirst traps. Or how regular, slightly feminine main protagonists like a lot of anime and JRPG characters don't have anyone batting an eye (besides their haters I guess) while they'd be called pretty boys in a female oriented work with a female cast.
