It means if the shepherd (parent) does not use the rod to guide the sheep (children), the sheep will go astray. It is NOT about corporal punishment. It means parents should set guidelines and enforce them.

The (ugly) view here is that failure to physically discipline children by beating them with "the rod" will lead to them becoming spoiled.

It means if you don't discipline your child, they'll be spoiled. Historically the rod would refer to beating.
