Even still, just call the cops in this situation. Let them handle it. They know they're being loud and need an official authority figure to tell them it's not okay. Otherwise, it's a "Who the fuck are you to tell me what to do?" thing. If you actually knew them it'd make more sense to just talk to them yourself. The police will be more effective here.
The thing about calling the cops instead of talking to the neighbor is if things go okay talking to them and they end up doing it again then you become the target. Let the cops handle the disturbances. If theyre inconsiderate enough to make all that noise they know what theyre doing and dont care.
