This is a problem in itself... going out to talk to them can make you, your property, or your family a target of especially bad neighbors.You may find your property stolen or vandalized if you get out front and center. They will be able to see when you and your family are home know your routine... if it comes down to that.
Place your safety above all else. Maybe talk to other neighbors first and see if they feel the same way. Get a feel for the level of possible retaliation. Call the cops and ask for anonymity if you feel there is a genuine threat to safety. You probably can't get them to leave, but knowing the cops are alerted to their shitty behavior can cause them to reel in some of the most blatant and harmful.
