How could you possibly know this without talking to them first? Very little chance? Bullshit. Making such assumptions about your neighbors is surely one way to fray community bonds with each other. Maybe if they knew that a nearby neighbor had a child sleeping down the street, they'd be willing to make a little less noise.

With that being said, what are the odds they'll associate every police call or complaint with someone who actually called the cops on them? Higher or lower than the odds that they'll associate every complaint with the person who actually showed a backbone and asked them face-to-face about quieting down? The answer is obvious, of course.

Call the police if you've exhausted every other option, but having police in your neighborhood is bad, actually.
