It is listed at $17.99, and since it was never released in the states, is at least, an independent port.
You can never be too sure. It might be legit, it might not be.

Now that game cart you are looking at could possibly be a reproduction though. Usually the sellers is clear about that. (Like I have been thinking of getting a copy of star ocean 2 blue sphere for the gameboy color myself. This never released outside of japan, so the sellers on etsy made it clear that its just a repro-cart with the recent fan-translation patched onto the rom).

I know it might work, as the World of Longplays channel has a 7 parter on the english dub of the game.
As long as I get a functional cart and I don't have to freeze my credit card, then all is well.
It would be different for me, also, as I only have OG cartridges and equipment.
