I'm not sure what kind of 12 and 16 year olds you've met, but most of them are more than capable of surviving a plane flight independently. What world are you living in when your first thought is that a 16 year old being left to do their own thing on a commercial flight is going to be inappropriately touched by a stranger?
OT: It feels scummy, more from the dad from the mum, but it depends what the overall financial dynamic of the house is. If she has been not working because of childcare and domestic labour, it's fucked for him to exclude her from nice things. If they are mostly combined finances but they both have extra money to throw at stuff like this, it's fine.
