How much is a decent mid-range PC these days? I don't really care about all the bells and whistles, but my PC struggles to run games from 10 years ago and I definitely think it's time for an upgrade. I have such a huge backlog of games that I think I'm set for a while, but something that I can easily upgrade via parts would also be great.

Also, do I need to buy Windows again? Thank you for the help, if willing.

Prebuilts will generally come with Windows installed. In a sense you're buying it again, but it's built into the PC's cost, not something you have to pay on top of it.

Is there an easy way to look that up? My current specs are bad. My graphics card fried a while back and I've been using an onboard video card for about 8 years now if that puts things in perspective. It was "ok" when I got it in 2013.

What's your budget? What do you plan to use the PC for?

You don't need to buy Windows, you can just install it for free but it'll just have the need activation watermark on the bottom corner. However you can get OEM keys for cheap like $10-15 online.
What's the mid-range cost these days? I guess $800-1,000. I have a huge backlog of games I want to play. If it can run the newest MLB the Show that's also a major plus.

You'd be better off buying from a boutique builder instead of the HPs and the Alienwares of the world. Some builders/SIs still use proprietary parts and even BIOS to lock the platform so you can't swap parts or fiddle with settings that easily. Steve from Gamers Nexus did a prebuilt playlist where they reviewed a bunch of them to find out which ones sucked the least.
