if your car was made for regular octane gasoline, putting higher octane gasoline isn't going to do anything. however, if it was made for high octane, and it doesn't get it, it's a) gonna get less gas milage or b) get less horsepower because the computer will sense it and adjust

No they don't. Look in your driver's manual and it will tell you what octane you require.

The speed at which this happens is regulated by the octane of the fuel based on the engine specifications. In order to actually work as intended, the engine expects a specific octane of fuel. If you don't get it, you get what's called a misfire which is where two cylinders try to go up at the same time. If this happens too often your engine breaks.
Read the driver's manual of your car to figure out what octane you need and use only that octane.
