I basically want to crop out everything that is not within the circle that I created but I'm not really sure how to do that. I started with an empty template and the "icon" and "shape 5" are their own separate layers. I'm using Pixlr but there should be a lot of overlap between this and other editing software. Any help would be appreciated.

Potentially just use the circle selection tool, select the circle, then invert the selection and delete

I've used Photopea which is a browser based photoshop clone
what I'd do is drag the image into photopea
on the left side panel is the lasso tool (2nd from the top) - right click (or whatever click, I'm on a mac so its right click) to use the ellipse tool
hold shift and drag over where you want to crop (this will make the ellipse a circle as you drag it)
on the bottom right theres a square with a circle in it - hover over it it should say raster mask
click that after you dragged the circle
you can now save as a png
Move the photo layer on top of the shape layer and create a Clipping Mask

Thanks! I wasn't able to select the circle but I was able to drag a circle of almost the same size using the marquee tool and then I followed your advice of inverting and then deleting.

If the circle is a separate layer

1) select all the pixels in the circle layer (ctrl+click on the thumbnail of that layer in your layers panel, you should see your mouse cursor change when you hold control and hover over the thumb)

2) select the layer with the photo

3) click the Add Layer Mask button at the bottom of the layers panel (looks like a rectangle with a circle in it)
