Is that when we eventually get a vaccine, there will still be thousands of people who will refuse to take it when thousands of people who never got the chance died from covid.

Well, since vaccines always work, the people that take it will have absolutely nothing to worry about. So the people that dont take it, will be the only ones at risk.
