I'd have to say so. It wasn't that long ago when black people were treated as second-class citizens (and a lot worse obviously went on for a long time before that), and that has to have had a knock-on effect. When your family have had a longer time to build up wealth, they're more able to give you a good start in life and help you out later in life whenever you fall on hard times.

Regardless of the reasons for it, that certainly makes life harder.
