There's certainly a decent argument to be made for it but no, I think what they should do is channel that money into the other departments instead.
The other departments probably do benefit from the athletics department but if they stopped pushing so much back into the athletics departments, that "free tuition" thing might not be too unrealistic. At least not here in the football belt.
