The solution is more affordable education. Not throwing money at people for doing nothing with their lives.
That's not entirely accurate. It's a small piece of the pie; ultimately, we -need- unskilled labor, and there will never be an amount skill jobs that could possibly match the amount of unskilled jobs available.
