Kinda depends on the context. An earthquake can also trigger a tsunami, which would be the worst. However, a max earthquake might be less lethal than a max hurricane in some places.
Couldn't an earthquake also trigger that volcano thing under Yellowstone? I imagine that would be pretty devastating.
