NV was buggy at launch, but ultimately fixed most of the problems via patches, and companion quests generally work fine. The writing is also deeper, more interesting, and more in tune with the actual lore of the series. It also has much deeper themes, and allows the player the opportunity to decide for themselfes what they think about the fundamental concepts the setting is trying to convey. And in the case of NV, Obsidian at least had the excuse of trying to program a game in someone else's engine without sufficient support, which will absolutely contribute to problems.
With OW, they have no one to blame but themselves, nearly every aspect of the game feels half-assed, and they never really fixed the worst problems. Even BioWare did a better job fixing Mass Effect: Andromeda than Obsidian did with Outer Worlds.
About the only real excuse that Obsidian could fall back on was the fact that they were pretty much circling the drain of bankruptcy and it was probably a miracle they got Outer World released at all, instead of just quietly collapsing on themselves or being forced to beg for change on Kickstarter.
For the future, it doesn't really inspire confidence that the studio fired their most famous writer (and one of their founders) over MeToo allegations (which apparently turned out to be false), and that Avowed is currently embroiled in a bit of controversy because the project lead is apparently a narcissistic sociopath. It doesn't really feel like the studio is even remotely capable of putting out something on the level of quality of Outer Worlds, let alone better. Like many other studios currently, Obsidian kind of feels like a broken inept mess solely coasting on the fumes of what's left of the goodwill they earned in the past when other, better people worked there.
So yeah, maybe they'll prove me wrong and OW2 will turn out to be the best game released in the last 20 years. But I strongly doubt it.
