I've literally never seen a comment section on any public forum that pushes content via algorithm that wasn't infested with some quantity of utterly idiotic comments or discourse.Forums like these weren't that bad, the problem lies with everyone wanting to get attention by literally having "Like" "Dislike" and "Award" features. That's what killed the comment section, to one end it helps with their algorithm and stuff, on the other hand we get people literally abusing the system by trying to get their attention by any means necessary.
Probably because commenting takes very little effort, requires no qualifications, and because people who are extremely uneducated tend to readily and very confidently opine on any and everything.

I've never been to Instagram, but Youtube comments aren't even bad on an overall scale. Communities vary vastly and some videos attract better people than others. I very rarely see bad comments anymore because I don't find myself going to videos that attract those kinds of people. If you think Youtube comments are bad, that just says more about the kind of content you watch.
I havent payed much attention to YouTube or its comments in the last 5-10 years, but 10 years ago it was the pure scum

Then you are probably part of the problem.My experience is that Twitter bombards me with right-wing stuff, and Threads bombards me with general political stuff (and of course Zuckerberg is AI-obsessed scum).
...conversely, you stick to highly curated content and avoid the larger ecosystem as much as possible, meaning you miss 99% of the problems. But if you do that, most social media is fine. Reddit is fantastic if you only stick to very specific boards, but it's an utter abomination if you spend any time on larger public subreddits or ever look at the front page. Even Twitter is fine if you avoid most political hashtags or public discourse and just stick to an incredibly narrow band of posters. The worst aspects of any given social media platform tend to be the most open and general, as opposed to more specific niche content.
But there's always the argument that if you don't notice biases and problematic thinking, it's because you share them. As they say, fish don't know what "wet" is.

I've never found YouTube comments all that bad to be honest.they can get kinda dumb but they're rarely if ever horribly toxic and nasty from what i've seen. i'd put them a step above pretty much any "real" social media simply for that.
