It's got to be Kane! Due to the shortness and pointlessness of his reign.

If you're judging by those standards, Backlund would be way worse. He beat Bret Hart, he held it for three days, and then lost to Diesel in an 8 second house show match. He was pretty much the ultimate transitional champion.

I'd be tempted to say the only reason he got the shot at all was because Bret refused to job to Diesel, but that might actually predate his issues with Shawn Michaels and the Kliq, so that might not have been the case. But it absolutely feels like it.

Backlund is clearly the worst. He was basically a comedy wrestler at that point and had absolutely no credibility. As much as I am not a Bret or Shaun fan, at lest both of them had credible builds before their title runs and held it for a decent amount of time. Backlund couldn't even hold it until the next TV taping.

I feel like I need to put something here, or else I am one of those weird people who think that having no signature is a character trait.
I think Backlund is a strong possibility, but at least he served his purpose as a transitional champ. Kane's reign was entirely pointless. And it makes it even worse that it was his ONLY WWF/E title reign.

Well, it wasn't pointless in the sense that if he hadn't won, he would have literally have had to set himself on fire.

It also helped start the turn where he and the Undertaker became allies instead of enemies, which would be pretty significant for both of them in the future.

Yokozuna or Bob.
That's basically off of name. Those two are rarely talked about, if it all compared to everyone else

Backlund, hands down, for reasons already stated.

FUN FACT: One of the people wrestling in the main event of the last pay-per-view has "Yokozuna" as his middle name:

I feel sorry for anyone who had to sit through Backlunds 1st reign. The guy sucked! Dusty Rhodes should have been the one who best superstar.

Either Bob Backlund or Sgt Slaughter. Both were just used as transitional champions to get the belt from a babyface to a babyface. Bob gets the nod for only having it for a few days, and losing it in a total squash to Diesel.

Sgt. Slaughter can never be the worst champion, because he was in GI Joe. That makes him best by default.

Even if he was evil and an Iraqi sympathizer when he won it.

Love him or Hate him Shawn Michaels, dude was talented but man the stories about him from that time period didn't help him at all, however he changed his ways supposedly.
