Before you say "umm... literally every RTS?"

You'd be TECHNICALLY right, but I'm referring to a sub-genre where your town projects influence the combat, for example: RAMPART

IE: I'm looking for something that's more like SimCity with a battle phase more than Civilization with more towns

Depending on how you define "town building", there's a ton of survival games on PC that would count. Stuff like Valheim or Enshrouded or Medieval Dynasty. Conversely, games like My Time at Portia/My Time at Sandrock.

ActRaiser is the classic oldschool example, but Suikoden might count as well because those games always involve you building a base/town up from ruins into a major fortress town.

A lot of it depends on how deep you want the "town building" to be. Most games just have the towns produce resources, establish stores, give minor stat benefits, or allow for NPC interactions. Nothing as deep as you'd see in a game like Civ (or even SimCity) where you're controlling things on a more granular logistics level.

Kunitsu-gami might be a bit too small scale since you spec individual humans as your "towers" for the "tower defense" aspect but its not too far off.

Kenshi has both town building and combat, but they don't really work symbiotically. The town building aspect is more like a tiny base with a bunch of your NPCs doing pre-scripted activities, and a raid will just ruin everyone's AI until you turn most on manual.
