Yeah, that's like when people complain that the scam callers are ignoring the Do Not Call list, or imply that the Do Not Call list just doesn't work because the scam calls come through anyway.
It's like, no duh, the people who want to commit literal crimes and steal money from you are also going to ignore things like spoofing laws or the Do Not Call list. Especially when most of them are calling you from countries where they're pretty much immune to prosecution anyway.
