Because you typically sit down to eat instead of walking away with your food. Most sit-down restaurants also do takeout, which muddies that oversimplification a bit, but the main thing that defines fast food is that your food is prepared quickly enough that you can arrive, place an order, and leave without ever needing to sit down and wait for it. If you do take-out from a sit-down restaurant, you're typically either ordering in advance or expecting a significant wait.
