It basically comes down to this. Outside of first degree murder and most sex crimes, people can't be held on cash bail unless one of these circumstances apply.

a judge determines that they are a flight risk

if they are in violation of their parole or probation

if they are already on pretrial release for a previous charge.
I don't doubt in the least bit a considerable amount of violent nasty individuals will get cut loose, just because lazy judges and prosecutors want to cut back on their paperwork. I wouldn't go so far as to compare it to the purge, but it will very likely make an already crime ridden hell hole even more dangerous.
