Yes. Basically. It's more complex than that, but at a base mechanistic level, that's pretty much all there is to it.

This is true, but it still doesn't circumvent the fact that weight loss / gain is caused by calorie deficit / surplus.

there is a "window" that you have to aim for but can't see. above a certain amount you gain weight. below a certain amount you go into starvation mode and your body starts holding on to more fat and consumes organs and muscle instead. you need to aim between those two points.
There is no such thing as starvation mode. It is completely made up.
