Pretty sure that's a 25% increased chance, not a flat 25% chance (ie, a 1% chance would go up to 1.25%). And even then they'd need to be at risk for specific genetic defects. In general, though, it's an argument against incestuous progeny rather than the relationship itself whereas society has the relationship itself outlawed.
It also gets more "confusing" when people use the word incest wrong too. For example if two completely blood unrelated people get together but live with each other. Like step siblings with different parents entirely.
I think that kinda reflects the nature of the social taboo rather than the actual genetic reasoning. Basically an extension of the Westermarck Effect, where a significant portion of the portion of the population experiences it and anything that deviates from it seems strange.
