Actually, this should be ACTUAL 4, Code: Veronica. Code:Veronica was the 4th Resident Evil, not the so-called "RE4". Resident Evil 3:Nemesis was the third RE game.
I think he means that Code Veronica was supposed to be Resident Evil 3 (plus it actually started development before Nemesis) and Nemesis was supposed to be the "side story". Kind of like how Resident Evil 1.5 was supposed to be the true Resident Evil 2, although that one was never actually released.
