Based on this I'm going to assume this story is very much exaggerated. Said mother should get nothing.
Given that there's one place he'd learn that attitude, the asshole parents sound like they're most at fault for any issue here and therefore shouldn't be allowed to profit from their malfeasance. I say "parents" but the story somewhat suggests it's a single mom who, more than likely, is taking substantial benefits from the very government she criticizes.
