No. He's unbelievably not PC, though. I'm not even sure if he's nationalistic or playing that shit up for political gain, although I err on the side of the latter.

Whether he's racist or he just likes saying racist things isn't really a meaningful distinction.
Except he really doesn't. He's been repeatedly attacked after people spin a lot of the things he say, such as when professional (and amateur) liars claimed that a comment about illegal immigrants means that he said all Mexicans are rapists by default.
