That's fair, I realize I didn't write the best parallel.
But the whole "light ball" + "updates catering specifically to Pikachu" pretty much confirms that Pikachu is better from a competitive standpoint.
And if you were only looking at their base forms (well, counting Pichu as a baby form rather than a base) because they couldn't evolve, Pikachu would be better because he has lightball and surf.
Also be it noted that that the vote is currently tied so even in your somewhat misleading comparison, Pikachu isn't winning by any margin.
